Pedestrian safety in the Chapel Street area has improved dramatically following the introduction of three new zebra crossings at Transept Street and Cabbell Street as part of a pilot scheme introduced by Westminster City Council in 2025.

The new pilot scheme has introduced ‘informal’ zebra crossings (without flashing belisha beacons) to support changes in the Highway Code which now require drivers to stop at side roads to allow pedestrians to cross the road.

  • Transept Street is a one-way street off Chapel Street where drivers turn right into Transept Street. Compliance by drivers turning into Transept Street has increased from 20% to 85%.
  • At Cabbell Street (north), drivers approach from both the south (and drive straight ahead) and west (turn left off Chapel Street). Compliance of drivers turning into Cabbell Street from the south improved from a low 15% to almost 100%. Compliance of drivers turning from Chapel Street left into Cabbell Street increased from 20% to 80%. These improvements are particularly impressive because of the very high volume of pedestrians that use the crossing throughout the day coming and going from Edgware Road underground station.
  • Cabbell Street (south) is a one-way street where drivers approach the one way Chapel Street and either turn right or travel straight ahead. Compliance of drivers turning out of Cabbell Street to travel north or west increased from 50% to 90%.
