Westminster Labour is delivering on its Fairer Westminster commitments with a bold new plan to transform Lupus Street into a safer, greener and more vibrant high street at the heart of Pimlico.

New engagement boards are now up along the street, setting out our draft Place Strategy for Lupus Street and the surrounding area. Developed through the Pimlico Programme, this Labour-led initiative is part of our wider work to everyone shares in the city’s success and enjoys clean, welcoming, safe local streets.

Lupus Street has huge potential. It sits at the centre of the Churchill Gardens estate and links Pimlico Station in the East with the river on the West. Yet for too long this road has lacked investment and attention.

Over the past year, more than 400 residents and 50 local businesses have taken part in surveys and workshops. They told us they want safer crossings, greener spaces, and a stronger mix of shops and services. Local feedback has shaped the draft proposals, which include:

  • Public realm improvements – wider pavements, tree planting, seating and lighting, and new pedestrian crossings.
  • Support for local businesses – shopfront improvements, business advice and programmes to help small traders thrive.
  • Community and cultural spaces – re-using vacant units, creating pocket plazas and commissioning public art to celebrate Pimlico’s character.
  • Cleaner, greener travel – tackling dangerous junctions and improving routes for walking and cycling.

These plans build directly on Labour’s Fairer Westminster principles — creating neighbourhoods that are safe, sustainable and welcoming, with vibrant local economies and connected communities.

Cllr Geoff Barraclough, Cabinet Member for Planning and Economic Development, said: “This is Labour putting Fairer Westminster into action: improving the public realm, supporting small businesses and giving residents a real voice in shaping their neighbourhood. Lupus Street has an incredible community and a proud local history. Pimlico deserves a high street that reflects that.”

Public consultation runs until 28 November 2025, with the final Lupus Street Place Strategy due early next year. You can view the boards on Lupus Street or share your views online through Westminster Council’s consultation website.
