Labour-run Westminster Council has announced that the former Pimlico Library at the junction of Rampayne Street and Tachbrook Street will be brought back into public use as a new Community Hub, opening in early 2026.
During the Pimlico Community Conversations, the Council engaged with 400 residents, organisations and businesses. Residents were clear that they wanted to see more community activities, events and public spaces in the area.
The Pimlico Community Hub will provide an inclusive space where residents can come together, access essential services, and participate in exciting activities. The Hub will also contribute to the Council’s aim of reinvigorating local high streets, and its central position means it will be easily accessible and highly visible, ensuring it becomes a vibrant focal point for residents and visitors alike.
As part of the Council’s Community Hubs Programme, two mini-hubs were opened in Victoria and Charing Cross Libraries in 2024 where residents can access mental health support services, advice on benefits and housing, coffee mornings and arts and cultural activities. In the north-west of the borough, the Happy Hub in Queen’s Park was opened in 2023, providing space for local community and voluntary organisations, and another Hub will shortly open at Ernest Harris House at the Chippenham Road/Elgin Avenue junction.
The Council has been trying new ways to transform the way it works and design services in response to what residents need. As part of this, the Council has been working to improve its relationship with residents with a greater emphasis on getting Council officers out of City Hall to engage directly with people who live in Westminster.
Councillor Cara Sanquest, Cabinet Member for Communities, said:
“I am proud that Labour-run Westminster City Council is re-opening public spaces so that residents can access face-to-face support in our communities. The new Community Hub in the former Pimlico Library will provide a vibrant space for residents to access Council services and for the local residents to come together.”
Councillor Jason Williams, Pimlico Project Lead Member and Councillor for Pimlico South Ward said:
“I am delighted to welcome the opening of Pimlico Community Hub which will bring much-needed community activities and services at such a great location. We discussed the importance of community spaces in the Pimlico Conversation and it’s great to see this being delivered for the benefit of all.”
