On-street car and van sharing is set to return to our city by August 2026 if Westminster Labour are re-elected on the 7th of May. Under Labour, the council has acted quickly and been working with potential providers, including Enterprise, HiyaCar, and Co-Wheels, to secure a sustainable future for the service.

Cllr Max Sullivan said “Following the departure of Zipcar, we have listened to the many residents, charities, and local businesses who told us how much they value having access to a vehicle without the costs of ownership.
Westminster Labour has committed as part of our local election manifesto to offering significantly lower permit fees, to protect the most popular former Zipcar bays for car-sharing use, and to streamline procurement.”

While Westminster Labour’s car sharing action plan addresses the key concerns raised by the industry to get car sharing back up and running, the local Conservatives have no detailed plans for car sharing in Westminster and no grip on the issue, and the Greens and Liberal Democrats have not mentioned car sharing at all in their manifestos.

For any bays not expected to be used by new operators, who expect to have smaller fleets initially than Zipcar, we would prioritise sustainable alternatives like cycle hangars and e-bike parking.
