Churchill Labour Councillor Andrea Mann was speaking up for local residents at the Council meeting on 7th November about recurring problems with the Pimlico District Heating Unit.

This is her Question to the Cabinet Member for Housing:

“Over recent weeks I’ve been alarmed by the number of emails I and my fellow Churchill Ward councillors have received from CityWest Homes about residents in Churchill Gardens having their heating and hot water supply shut down, due to leaks and other recurring problems with the PDHU heating system on the estate.

These shutdowns are usually sudden, often last many hours, sometimes affect several blocks at the same time – and are worryingly frequent. 

What reassurance can the Cabinet Member give to Churchill Gardens residents that they won’t be facing a cold winter of misery with yet more heating and hot water shutdowns to come?”

She also asked:

“At the September board meeting of CityWest Homes, their Exec Director of Assets and Development, Martyn Jones, said the Board’s position was that the PDHU is “non-core to the skills set of a housing management company” and “options to ensure it’s effectively managed with Westminster were required moving forward.”

Does the Cabinet Member agree with Mr Jones that the PDHU is ‘non-core’ to CityWest Homes’s work and if so, can he reassure me that it is absolutely ‘core’ for the Council? Only for my residents, having heating and hot water is anything but “non-core”.”
